Purpose of the Role / Overview
Reporting to the Terminal Manager, the Operations Process Engineer will provide operations personnel with all necessary technical support for our client. This role is responsible for overseeing all technical operations, ensuring optimal performance, maintenance, and compliance with safety and environmental standards.
General Duties / Key Responsibilities
Engineering
- Provide technical support to all on-site operations personnel.
- Oversee maintenance and repairs.
- Ensure compliance with all safety regulations, international conventions, and environmental standards. Manage adherence to the company’s Safety Management System (SMS) and relevant maritime laws.
- Plan and coordinate all aspects of maintenance, repairs.
- Oversee technical management of the fleet, including monitoring machinery performance, fuel consumption, and equipment condition (annual hose inspections, meter proofing, etc.) to enhance operational efficiency.
- Develop and coordinate plans, including technical specifications, design requirements, and timelines. Collaborate with naval architects, engineers, and shipyards to ensure the compliance of company and regulatory standards.
- Manage spare parts inventory, ensuring essential components are available for maintenance and repairs.
- Monitor and coordinate Management of Change procedures.
- Ensure the company’s fleet complies with all relevant local and national regulations, stay up to date on regulatory changes, maintain documentation, and liaise with authorities to ensure compliance.
Operations
- Plan, organize, direct, and control operations, including vessel scheduling, resource allocation, and performance tracking.
- Direct the planning, organization, monitoring, and control of transloading operations.
- Maintain document control by keeping the original set of all OEM manuals and disposing of obsolete documents.
- Continually seek ways to improve the efficiency, safety, and sustainability. Stay informed about industry advancements, adopt new technologies, and foster a culture of innovation.
- Monitor and arrange for scheduled inspections as per Flag Administration and Recognized Organizations (RO) requirements.
- Ensure that reporting to Flag Administration and RO is carried out as required and report corrective action plans to prevent re-occurrence for each deficiency.
- Support any reporting to Transport Canada on vessel accidents or personal incidents as per requirements under Transportation of Dangerous Regulations and Transportation Safety Board regulations.
- Maintain standards for ongoing inspection and operation carrying oil as per Transport Canada requirements.
Safety
- Work with the Terminal Manager and Safety & Operations Coordinator to identify, assess, and mitigate risks associated with operations.
- Lead by example to uphold the highest safety standards.
- Serve as a member of the Emergency Response Team.
Other
- Support the Terminal Manager in preparing regular reports on performance, costs, and compliance.
- Liaise with shipowners, superintendents, and other stakeholders to ensure effective communication and collaboration.
- Assist the Operations and Safety Coordinator in ensuring adherence to all company safety policies and programs.
- Review all reports of non-conformities, accidents, or hazardous occurrences, initiate appropriate preventive and corrective actions, and enforce/monitor their timely implementation in cooperation with the Operations and Safety Coordinator.
- Ensure adequate resources and shore-based support.
Education and / or Work Experience Requirements
- Minimum 10-15 years of experience in fleet management and/or in rail, marine, or oil & gas operations, including oil transfer operations.
- SOTO Certification preferred.
- Experience with supervisory principles, management of change, and regulations applicable to these functional areas.
- Strong organizational, leadership, and communication skills.
- Experience managing Marine Emergency Duties.
- Proficiency in Microsoft Excel, Word, and Outlook.
- Strong interpersonal and written communication skills.
- Demonstrated attention to detail.
- Problem-solving ability with a focus on resolutions.
- Flexible and effective in a team environment, consistently maintaining a professional and respectful demeanor with co-workers, clients, customers, vendors, and regulatory agencies.
- Experience in oil/chemical tanker industry is an asset.
- Experience with P&IE is an asset
Working Environment and / or Physical Requirements
- Successfully pass all pre-employment screening, including medical and drug & alcohol testing as deemed applicable by our client and/or Transport Canada Marine and Rail.
- Work outdoors for extended periods in adverse weather conditions.
- Physically capable of completing all training requirements as stipulated by local, provincial, or federal agencies and/or company policy.
- Ability to survey and inspect facilities, work areas, and processes under varying weather and temperature conditions while wearing all required PPE.
- Must be able to climb steps and ladders to access and inspect facilities and work.
- Walking, bending, and stooping required on a routine basis. Lifting up to 50 lbs. may be required.
- Must adhere to company Alcohol & Drug policies.
- Marine experience would be an asset.
