The Rural Municipality of South Qu’Appelle No. 157 is seeking an experienced and capable Foreman to lead the daily operations of their Public Works Department. This is a key hands-on role responsible for municipal road maintenance, equipment operation, and the coordination of a small team of operators. The successful applicant will bring strong grader experience, practical leadership, and the ability to support a high standard of service for their ratepayers.
The Role
Reporting directly to the Chief Administrative Officer (CAO), the Public Works Foreman is responsible for planning, scheduling, and executing municipal public works activities. This includes operating graders and heavy equipment, supervising full-time and seasonal operators, and ensuring work meets municipal, safety, and regulatory standards. This is a hands-on leadership position suited to an individual with strong grader skills, initiative, and the ability to guide and train a team.
Key Responsibilities
- Operate graders and heavy equipment for gravel road construction, repair, and maintenance.
- Train and mentor operators in proper grading techniques and equipment use.
- Plan, assign, and monitor daily work related to roads, drainage, culverts, and seasonal operations.
- Conduct equipment inspections and enforce OH&S safety standards and procedures.
- Assist with the development and implementation of a fleet asset management program.
- Maintain accurate documentation related to inspections, maintenance, and work completion.
- Provide leadership and direction to a team of full-time and seasonal public works employees (up to eight during peak times).
- Support snow removal, street cleaning, and additional municipal maintenance duties as required.
Qualifications & Experience
- Extensive grader operation experience for gravel road maintenance and repair (required).
- Proven ability to train and mentor operators in equipment and grading practices.
- Experience supervising staff or overseeing work crews.
- Familiarity with rural municipal infrastructure, gravel road standards, drainage, and culverts (asset).
- Strong understanding of equipment safety, inspections, and maintenance practices.
- Power Mobile Equipment (PME) Training Certificate or equivalent safety training preferred (or willingness to obtain).
- Ability to work independently, prioritize tasks, and exercise sound judgment.
- Class 1A driver’s license strongly preferred; valid driver’s licence required.
