About Our Client: Our client is a municipality within the province of Ontario.

Mandate: The Manager, Development Engineering leads a team that is responsible for the engineering review and implementation of development applications including subdivisions, site plans and other development applications; following their planning approvals through to assumption by the Town. In consultation with the Town Solicitor, drafts, reviews, and administers development agreements and provides related oversight of infrastructure construction, completion, and securities. Ensures that collaboration with developers, consultants, and the public take place on a continuous basis.

Assists and supports the Department in the completion of corporate initiatives.

Duties & Responsibilities:

Functional responsibilities:

  • Ensures engineering submissions and internal circulations for development applications are reviewed to meet compliance with applicable guidelines, practices, procedures, standards, and regulations.
  • Recommends acceptance of final design drawings, reports, certificates, security reduction and assumption as required to the Director.
  • In consultation with the Town’s legal Division, leads the Division in the drafting of subdivision, servicing, cost sharing and development agreements for Town approval.
  • Leads and manages the staff and the operational administration of the Division to meet performance standards for the delivery of programs and services by the Division and is responsible for effective planning, allocation and management of all material, financial, revenue generation, and human resources.
  • Prepares written reports for Director and Council as requested.
  • Establishes conditions and requirements with respect to the municipal servicing of development applications including official plan, community and secondary plans, draft plan of subdivision, official plan amendment, rezoning, site plans and severances.
  • Liaises with and coordinates the requirements of other agencies (T.R.C.A., C.V.C, M.N.R.F., N.E.C., M.E.C.P. and the Region) other Town departments (Operations, Community Services and Finance), utilities, consultants and developers on matters relating to municipal servicing requirements for land development.
  • Develops and updates various policy and procedure documents including engineering design criteria and standards with respect to municipal servicing for new development.
  • Provides technical expertise and assistance to assigned staff and other departments as requested.
  • Maintains and encourages good relationship management, political sensitivity and diplomacy with colleagues, business associates and other stakeholders, with the objective of ensuring Department and Town customer service standards are met. Promotes a high level of customer service to the Public as well as to all internal and external customers.
  • Participates in Ontario Municipal Board hearings on behalf of the Town and provides expert evidence and attends public meetings as required.
  • Manages, reviews and approves various studies submitted in support of development applications including municipal servicing reports, storm water quality and quantity management reports, noise impact studies, soils reports, hydrogeological and slope stability reports. Ensures recommendations of reports are included in the servicing design.
  • Undertakes studies and/or coordinates and oversees consultants’ preparation of studies required to determine servicing requirements, costing and implementation strategies for all stages of land development. Formulates implementation plans and policies based on report recommendations.
  • Facilitates the land development process through regular consultation with the land development industry including associations such as BILD, UDI, etc.,
  • Manages the preparation of technical studies and oversees the preparation of the Town’s overall storm drainage and storm water management master plan. Makes recommendations on City standards, policies and design specifications for storm water management related matters.
  • Manages the coordination, formulation and updating of all development and transportation engineering related Development Charges (both Town Wide and Area Specific Development Charges) and assists the Town’s Finance Department with administration of same.
  • Manages the preparation of technical studies and proposals to determine servicing and infrastructure phasing requirements, costing, and implementation strategies for all stages of land development and associated. formulates implementation plans and policies based on report recommendations; participates as required on municipal or inter-municipal study teams related to servicing and development needs of the Town.
  • Perform additional duties and undertake special projects as assigned

People responsibilities:

  • Supervise in-house and contracted staff assigned to perform work and activities as defined herein. Collaborate with HR on people-related programs. Provide input to the career development of assigned staff, including technical direction, training recommendations, coaching and mentoring.

Financial and budgetary responsibilities: 

  • Must be able to manage/oversee budget with some advice, and for the Division/Department
  • In collaboration with the Director, develops the annual business plan, capital and operating budget for the Division. Manages the revenue and expenditure targets across the Division. Analyzes budget figures, reviews trends to direct appropriate expenditures and controls costs, and consults/collaborates with other Departments and outside organizations. Makes financial and procurement decisions in accordance with the Purchasing Bylaw.
  • Manages the coordination, formulation and updating of all development and transportation engineering related Development Charges (both Town Wide and Area Specific Development Charges) and assists the Town’s Finance Department with administration of same.
  • Manages the administration of the financial provisions in subdivision, development and cost sharing agreements

Corporate responsibilities:

  • Responsible for ensuring staffing resources are appropriate to deliver the Branch’s services effectively. Responsible for recruitment, performance management and development of Branch’s human resources.
  • Makes assessments and recommendations to the Director, regarding Branch organizational structure changes and coordination and assignment of new services initiatives.
  • Implements the Division business plan in a timely and proactive manner that is results oriented and meets the goals and objectives and the determined performance metrics of the Department.
  • Implements improvement projects consistent with the goals of the Corporation with respect to customer service, process efficiency, fiscal responsibility, continuous improvement and leadership excellence.
  • Makes recommendations for strategic organizational planning for the Division and is responsible for the delivery of policies, programs and services.
  • Maintain responsibility for assigned duties within the departmental and/or corporate Business Continuity Plan
  • Participate in all mandatory training requirements
  • Be responsible to work (and ensure that all staff supervised work) in compliance with the Occupational Health and Safety Act and Regulations, the Town’s Policies and Procedures, as well as established industry guidelines.

Skills & Qualifications:

  • Minimum education, training and/or knowledge in the above, normally acquired from a post-secondary degree in Civil Engineering or closely related field such as environmental or transportation
  • Certification as a Professional Engineer with PEO
  • Minimum 10 years related experience preferably in a municipal environment including 3 years of experience in a supervisory or management position
  • Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as The Municipal Act, Planning Act, Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act, Employment Standards Act, Ontario Building Code, Highway Traffic Act, Clean Water Act, Conservation Authorities Act, Rail Safety Act and other related legislation and regulations.
  • Demonstrated experience in helping to lead process improvement and service excellence initiatives where people are key participants.
  • Substantial experience in reviewing and approving development applications, including in design and construction of municipal infrastructure.
  • Ability to understand, adapt and work effectively in different situations, to develop and present creative ideas, solutions and consequences including a proactive approach to problem-solving or decision-making.
  • Ability to make interpretive decisions based on complicated codes, agreements and regulations and applying same to construction and development situations.
  • Required to judge when it is necessary to involve or advise other departments regarding status of projects or action taken.
  • Liaise with management, members of Council, other members of staff, members of the public, other levels of government and other professionals such as lawyers, developers, consultants, contractors, etc.
  • Ability to work with the general public, developers, contractors, and consultants on complicated issues in order to get resolution to disagreements and problems and to ensure that the public has a clear understanding of what is required of them.

  • Excellent verbal and written communication skills with the ability to ensure suitable agreements, decisions are reached

  • Demonstrated capability to manage staff within division
  • Computer proficiency in MS Office (Word, Excel, Outlook) and working knowledge of software systems specific to the requirements of the Division such as sewer and stormwater modeling, GIS, CAD and project management.
  • Satisfactory passing of a criminal record check
  • Valid driver’s licence with no more than 3 demerit points and daily access to a vehicle
