Our client is a non-profit, accredited organization dedicated to supporting people with developmental disabilities, with a particular focus on those with complex needs and their families so that they can lead full lives, effectively supported in their communities. They are looking for a full-time Chief Operating Officer (COO) to join their team based out of Kingston, Ontario.
Reporting to the CEO, the Chief Operating Officer (COO) is a collaborative member of the Executive Leadership Team and the Senior Leadership Team and is accountable for providing leadership and operational direction consistent with the organization’s strategic goals and managing the execution to deliver desired outcomes. This includes the overall planning, development, delivery and effectiveness of programs, and the effectiveness of day-to-day operations. The COO is the lead for both Accreditation and program compliance matters including but not limited to the organizations obligations under Quality Assurance Measures (QAM) and Children’s licensing.
The COO is responsible for leading, coaching, developing and mentoring senior leaders (Directors) responsible for a person-centred culture that is responsive to the ongoing and emerging needs of supported individuals, families and communities served by the organization. The COO will maintain professional relationships with community stakeholders and funders at all levels and stay current on provincial/regional wide initiatives and developments in the sector.

Some of your key responsibilities in this role will include:
- Leading and overseeing all aspects of program and service delivery including: Supportive Living Services (group living, host family, Supported Independent Living (SIL)), Community Participation Supports, Clinical Services, Community Networks Specialized Care/Transitional Aged Youth, Specialized Accommodation including Regional Treatment home, Planning and Social Services, Volunteer Services and After- hour Supervision
- Measuring and monitoring compliance of all programs and services with applicable relevant legislation, regulation, policies and procedures
- Collaborating with Administrative areas to ensure that sufficient and appropriate staffing, clinical professionals and other resources are available and deployed to program/service areas to support the delivery of quality supports/services to persons served and families
- Leading, coaching, developing and mentoring senior leaders (Directors) in all service areas to ensure quality services, sustainability and growth
- Leading and building a cohesive management/staff team in ensuring person-centred quality services for persons supported
- Leading and ensuring engagement of organizational stakeholders in the Accreditation process as identified through Accreditation Canada including assessment, action plan development, education and pre-site visit preparation
- Representing the organization at local, regional and provincial planning tables, committees, networks as deemed appropriate
- Developing, measuring and managing core service annual budgets including identifying targets for TPON reporting
- Liaising with the CEO and keeping them informed of emerging issues
- Attending Board and Committee meetings as required
- Embedding a culture of collaboration, cooperation, communication and teamwork within and across all services with the intent of optimizing opportunities for innovation, efficiencies and program improvements
- Ensuring that the organization’s person-centred philosophy is embedded in all aspects of service delivery, that all service is delivered with an organizational commitment to continuous quality improvement to enhance the quality of life of supported persons
Qualifications:
- Minimum of 10 years progressive experience in senior leadership in the developmental services sector
- Post-secondary education in health/human services field. Masters level preferred
- Extensive experience and participation in developmental service networks, planning tables and community response committees; demonstrated experience working with community partners across sectors such as health, mental health and addictions, community support services , child welfare and emergency services
- In depth working knowledge of MCCSS compliance and relevant legislation including but not limited to : Services and Supports to promote the Social Inclusion of Persons with Developmental Disabilities Act 2008 , Reg 299/10 Quality Assurance Measures and relevant policy directives and Child, Youth and Family Services Act 2017
- Understanding of managing program budgets and development of funding /budget proposals
- Working knowledge of accreditation processes
- Experience working with regulated health professionals and relevant regulatory requirements
- Exceptional people skills- a collaborative team player capable of building trust and relationships at all levels of an organization
- Responsiveness- ability to anticipate needs and commit to respond in agreed timeframes
- Innovative and Strategic thinker- ability to identify, develop and implement new ideas and concepts drawn from the developmental services, human services and related sectors
- High degree of professional and personal integrity

- Hardworking and committed – ability to get things done within agency processes and program standards
